
Connie Parks Fournier has had extensive experience with Federal government contracting, including developing contract policies, implementing and managing contract programs, and managing resources.
At the Department of Energy Headquarters in Washington, DC, she was variously the Team Leader, Office of Policy; Director, Financial and Business Policy Division; and Director, Procurement Policy Division, developing, implementing, and interpreting acquisition policies, regulations, and guidance for the Department's annual $20 billion acquisition system, from initiation of a requirement through negotiation, award, administration, and closeout of the contractual instrument. She has been the principal pricing and financial expert for the Department's acquisition activities. Policies covered a wide range of Federal programs for national security, science and technology, energy resources, and environmental quality. Mrs. Fournier has implemented Department-wide contract reform initiatives for the Department's $13 billion management and operating contracts to make Federal purchasing work better and cost less; developed a working Capital Fund program to finance the auditing of contracts; implemented major legislative changes; and managed a Department-wide $1 million annual acquisition career management program, providing education and training for over 500 staff professionals.
Prior to the Department of Energy, Mrs. Fournier was a program manager and later the Deputy Director of the Procurement Management Division with the National Aeronautics and Space Administration Headquarters in Washington, DC, where she established policies and standards of performance for a range of federal contract requirements, automation needs, and statutory mandates. Mrs. Fournier was earlier a contract negotiator with NASA’s Johnson Space Center in Houston, Texas, and a supply specialist with the Department of the Navy in Philadelphia, Pennsylvania.
She is the recipient of numerous Department of Energy and NASA awards.

Master of Arts degree in English linguistics from the University of Texas at Austin, 1972 (thesis: Dialectology of Northeastern Texas).
Doctor of Jurisprudence from the University of Houston, Houston, Texas, 1977.
Mrs. Fournier has written translation proficiency in both French and German.

Mrs. Fournier is married to A. Foster Fournier. They live in Arlington, Virginia, a suburb of Washington, D.C. Her interests include travel, swimming, and golf.
